«Мы находимся в среде стигматизации русского. В таких условиях, каждый тест, в том числе PISA, может быть использован как «доказательство» в пользу эстонизации русских школ в Эстонии.
Возможно, ОЭСР должна взять на вооружение пропаганду «добровольного перехода» всех школ мира на эстонский язык обучения, поскольку я иногда чувствую, что само использование эстонского языка может творить чудеса. Dear Colleagues,
I would like to bring your attention to the situation with the PISA tests in Estonia. We can see again the headlines telling that the schools with the Russian language of instructions are scoring below the average and far behind the schools with the Estonian language of instructions.

This subject is brought up not for the first time and is used as a pretext for justifying discrimination. As for example, in February 2017, the very existence of schools with the Russian language of instructions was discussed in terms of bringing Estonian teachers to Russian schools and the «problem» that they have to do double work of teaching the subject and teaching the language. Thus, it appears out of question of letting the Russian schools alone, as the instructions should be in any case be apparently given in the Estonian language…

We are operating in the environment were Russian is being stigmatized. Therefore, every test, including PISA, could be used as an «evidence» for Estonization of Russian schools in Estonia.
Maybe the OECD should consider advocating the «voluntary transition» of all the schools in the World to the Estonian language of instructions, as I sometimes start to feel that the very use of the Estonian language could create miracles. Palun, kasutage eesti keelt ja vaadake kui kiiresti teie konkurentsivõimelisus tõuseb! (Please, use the Estonian language and see how fast your competitiveness grows!)
Could you, please, kindly highlight and convey that the ill practices of interpreting the results of PISA tests and the use of those for justifying the discrimination are not acceptable?
